Road Updates

June 8, 2018

Progress Being Made on Frontage Roads

Grading work is nearing completion and paving is now underway along the I-94 frontage roads. Final pavement is in place south of WIS 11 on the west frontage road.

Prep Work Continues on I-94

Work continues along I-94 as WisDOT finishes the prep work project for the second phase of the construction project. This will allow work to begin later in June on the reconstruction of the I-94 North-South mainline freeway. A barrier wall will be erected to keep traffic separated once all traffic is shifted over onto the southbound side of the freeway. This will allow the project team to reconstruct the northbound lanes of traffic. Final details are being worked out with the goal being to get this work underway in June.

Resurfacing Finished on WIS 11, County H and County A

As work continues to accelerate on the Foxconn project, there also will be an increase in the amount of truck traffic as more trucks haul the materials needed for the roadwork and site preparation. WIS 11 and County Highway H will be the primary haul routes during the early phase of the project, and resurfacing work has just been completed on both roads, as well as County Highway A. There will still be signal and utility work going on in and around the area.


May 25, 2018

Roadwork is now completed on County A and along WIS 20 between I-94 and County H. Work remaining with the County H repaving project is expected to be completed in early June. Work on the east and west frontage roads continues with good progress being made towards completion of the work before the end of June. Work on the preparatory I-94 freeway project continues with traffic shifts planned prior to the work being completed.


May 11, 2018

The prep work on I-94 between WIS 142 in Kenosha County and County G in Racine County continues. This project is on pace to be completed by mid-June. The project is completing the preliminary work to allow traffic to be crossed over onto the southbound lanes so crews can rebuild the northbound lanes. The let for the mainline work is set for later in May. Drivers will also see the new 60-mph speed limit in place for southbound traffic. Once switched over, the northbound speed limit will also be set at 60 mph.

Work is progressing well on the County H resurfacing project with the first asphalt layer being completed. The resurfacing work on County A is complete and is now open to traffic. Paving work is nearing completion on the WIS 20 project between I-94 and County H.

The Frontage Road project is seeing the first of the paving operation getting underway. Elsewhere on the I-94 North-South project, the new deck surface will be poured on the new Ryan Road Bridge. And finally, the I-94 North-South project team has been in coordination with law enforcement agencies to plan for the traffic impacts of the newest retail neighbor along the project. The opening of the Ikea store located just off the new Drexel Interchange takes place later this month.

April 27, 2018

The prep work on I-94 between WIS 142 in Kenosha and County G in Racine is progressing as workers continue to work towards the shifting of all traffic onto the southbound lanes of traffic which will allow the northbound lanes of I-94 to be reconstructed in this area.

Work continues along the east and west frontage roads. Work is also progressing at Braun Road which will be reopened once pavement is placed allowing full use of the roadway under I-94. Curb and gutter replacement at the intersections along WIS 20 continues, as well as paving operations which is expected to continue over the next couple of weeks.

Motorists will continue to see lane restrictions in the area and can expect some overnight closures as the work crews continue to make progress on the project. Work along County H will continue with daytime and overnight operations. Currently the inside lane of County H from WIS 20 to Enterprise Drive is undergoing milling and paving operations along with median work. Widening of intersections and milling operations will continue along County H from WIS 11 (Racine County) to County A (Kenosha County). Expect to see paving operations on County H beginning next week.

April 13, 2018

Work is fully underway involving the various resurfacing projects. Work on WIS 20 continues with base patching and milling operations all taking place. Delays continue to be seen in and around the I-94/WIS 20 interchange. There will be a full closure of the ramps connecting to WIS 20 from I-94 Friday night (April 13) beginning at 8 p.m. and running until Saturday (April 14) morning at 9 a.m. There are full closures overnight on County H between County A in Kenosha and WIS 11 in Racine. This work is part of the project resurfacing both County H and County A. The work along County A and H is on pace to be completed in approximately a month. The work at Braun Road between the East and West frontage roads will be completed by the end of the day on April 13, allowing the road to be opened up to east-west flowing traffic after a brief closure.

I-94 mainline work continues with the prep package being worked on. Progress is on pace to meet the May benchmark goal for the stage completion. Work is also progressing on schedule for the completion of the work along the frontage roads. The reconstruction of the roadways is anticipated to be completed by the target dates in June.

March 30, 2018

Work is now underway along WIS 20 from just west of I-94 over to County H. The resurfacing project will improve the ride of the roadway in addition to adding some spot traffic control and safety features. The project will require lane closures to accomplish the work which will lead to potential delays being seen in the area. The work will be completed this May. Work is also underway with the construction of a round-a-bout at the intersection of Highway C and WIS 20. This project will be completed by this Fall.

Utility work has been completed on County H. The roadway between Braun Road and County KR is now open to traffic. The roadway has been closed to traffic for the previous three weeks.

The work to reconstruct the east and west frontage roads has been ramping up. As work continues, mobile crushing equipment will be used to recycle and reuse materials from the project. This will help to eliminate waste and lower the cost of the project by re-tasking certain materials gathered during the demolition phase of the project. There will be some potential noise and dust connected to this work.

The southbound lanes on I-94 from County G in Racine to WIS 142 in Kenosha County have been shifted to create a new work zone. The mainline prep project will continue into May when the effort to fully reconstruct the Interstate in this area is expected to get underway. Motorists are being reminded to treat the merge as a zipper merge and to go all the way to the merge point then take turns when heavy traffic is being experienced. When traffic is moving at higher speeds it is suggested to merge when an opening is apparent and safe. 

Contract Awarded for County H and County A Work

The Wisconsin Department of Transportation (WisDOT) has awarded a roughly $6 million contract to Payne and Dolan, Inc. to rehabilitate portions of County A in Kenosha County and County H in parts of Racine and Kenosha County. The work along Kenosha County A will run from I-94 east to County H. The work on County H will take place between County H in Kenosha on the south end of the project up to WIS 20 in Racine County. The project will have a tight timeframe with work on the project to be completed in early May on County H and by June 1 for County A work.

Once completed the roadways will support diverted traffic which is expected with the reconstruction of I-94 mainline. The roads will also support the transportation needs of both workers and materials needing access into the Foxconn development.


March 16, 2018

Work is picking up on the roadways in and around the Foxconn development site. Work started this week on the resurfacing of WIS 20 between I-94 and County H. In addition to resurfacing the roadway, there will be some base patching work along with work involving traffic signals, street lighting, beam guards, and pavement markings. The work is being done to help support the work getting underway on I-94 and to help handle traffic diversion associated with the construction of the Foxconn facilities. This project is set to be finished in May.

Mainline I-94 has preparatory work taking place that is setting the stage for the full reconstruction of I -94 in northern Kenosha County and the southern Racine County. This includes all of the Interstate near the Foxconn development site. The current work zone is impacting the southbound lanes with the outside lane closed off to traffic. There will be additional overnight closures and sporadic impacts to the northbound lanes. The prep work will be completed by late Spring allowing the full reconstruction work to begin.

Work on the east and west frontage roads is progressing well with work crews taking advantage of the improving weather. The reconstruction of the frontage roads is still on track for a late Spring completion. There will be some additional closures on the way for this project including shutting down Braun Road under I-94 for a number of weeks to complete some needed work.

March 2, 2018

Starting on March 5, motorists will begin to see some additional road impacts in and around the Foxconn development site. Work will get underway on County H which will necessitate a three-week full closure of the roadway between County KR and Braun Road. There will be extensive utility work performed by the American Transmission Company (ATC) that is being coordinated with the Wisconsin Department of Transportation (WisDOT). 

Work continues along the West and East frontage roads along I-94 with good progress being seen even with some recent challenging weather conditions. Work will continue to ramp up further along this stretch of roadway with the preparations for the reconstructing the frontage roads well underway. 

The preparatory work on I-94 is anticipated to get started on March 7. This work will prepare the mainline for the eventual start of the full reconstruction and expansion of the freeway. The work zone is between WIS 142 and County G in Racine County. There will be one lane closed in the southbound direction. The prep work will be done by late Spring.

February 16, 2018

Closures already in place remain in effect along the west frontage road just south of Braun Road.  There will be a new closure on the east frontage road, just south of Braun Road beginning on or around February 26. The lane closure along County Highway H will continue to be in place with a flagger controlling traffic until the week of March 5 when the road will be fully closed to allow for extensive utility work to be completed. The only other major impact in the area will be the closure of the park and ride lot on WIS 11, which will be closed beginning on February 26.

WisDOT has or is in the process of taking temporary jurisdiction over the following roadways: 

  • County KR between I-94 and 90th Street

  • County H between County KR and Venice Avenue (north of WIS 11)

  • Braun Road between I-94 and 90th Street

  • International Drive from its southerly limit to WIS 11

Temporary jurisdiction was granted because WisDOT has the expertise needed to manage large and complex projects with multiple roadways and tight utility coordination timeframes. The WisDOT jurisdiction also allows for enhanced ability to make decisions to minimize traffic congestion in the area.  WisDOT has significant construction planned in the I-94 corridor, and one organization coordinating all road construction in the area will be most efficient and cost effective. 

The proposed improvements include reconstructing County KR, County H and Braun Road as multilane, divided, urban roadways with storm sewer and a multi-use trail. Reconstruction will also include traffic signals at key intersections. 

International Drive will be extended to a multilane, divided, urban roadway with storm sewer, and a multi-use trail from its exiting southerly limit to WIS 11. 

WIS 11, from 56th Road to County H, will also be reconstructed to an urban, multilane roadway with storm sewer. 

Wisconn Valley Way will be constructed as a new alignment connecting County KR, Braun Road, and WIS 11. Wisconn Valley Way is a new north-south roadway between County KR and WIS 11. This multi-lane controlled access roadway will accommodate development traffic and control access to manage safety and mobility. The location and design of Wisconn Valley Way is also consistent with the WisDOT/Mount Pleasant MOU regarding long-term frontage road development and access management.
