27 Wisconsin Companies Awarded Contracts for Site Development Work

Foxconn and M+W | Gilbane awarded 28 total contracts for the first phase of site development for the Wisconn Valley Science and Technology Park in Mount Pleasant.  Of those contracts, 27 are with Wisconsin Companies and 11 of those are from Racine County.  In total, contracts were awarded to companies from 9 different counties, and the direct and indirect workforce for the first phase of site development in Area 1 is anticipated to come from approximately 60 Wisconsin counties.

More equipment moved on to the site over the last two weeks and excavation began earlier this week.  Work continues to finalize design plans and the construction project management team is updating the construction schedule. 

Smart City, Smart Future

The "Smart City, Smart Future" initiative will include a competition, which will offer winners and award recipients prizes, financial awards, and technical support, in addition to a platform to attract investments to support them in bringing their ideas to life. The competition will look for innovative ways and harness technology to enhance quality of life and working environments, inspire attractive streetscapes, transportation networks and living spaces, and promote sustainable economic and demographic growth. More details will be announced during a Smart Futures Summit at University of Wisconsin-Parkside on August 7th.

Village of Mount Pleasant Redevelopment Plan Moves Forward

This week, the Village of Mount Pleasant's Community Development Authority approved a Redevelopment Plan for the Foxconn area - another major sign of progress toward the development of Foxconn's $10 billion advanced manufacturing campus. The Redevelopment Plan will enable the Village to save taxpayers millions of dollars by enabling the use of double-tax exempt bonds.

Road Updates

Friday

The prep work on I-94 between WIS 142 in Kenosha County and County G in Racine County continues. This project is on pace to be completed by mid-June. The project is completing the preliminary work to allow traffic to be crossed over onto the southbound lanes so crews can rebuild the northbound lanes. The let for the mainline work is set for later in May. Drivers will also see the new 60-mph speed limit in place for southbound traffic. Once switched over, the northbound speed limit will also be set at 60 mph.

Work is progressing well on the County H resurfacing project with the first asphalt layer being completed. The resurfacing work on County A is complete and is now open to traffic. Paving work is nearing completion on the WIS 20 project between I-94 and County H.

The Frontage Road project is seeing the first of the paving operation getting underway. Elsewhere on the I-94 North-South project, the new deck surface will be poured on the new Ryan Road Bridge. And finally, the I-94 North-South project team has been in coordination with law enforcement agencies to plan for the traffic impacts of the newest retail neighbor along the project. The opening of the Ikea store located just off the new Drexel Interchange takes place later this month.

What's Next

Soon, gravel will be trucked to the Mount Pleasant site.  Around 1,500,000 tons will be sourced from four primary locations: New Berlin, Sussex, Waterford, and Racine.  More excavation equipment will also be arriving, as the site development work picks up.

Bids are currently being accepted for projects from the Wisconsin Department of Transportation, the Racine Water and Wastewater Utilities, and the Village of Mount Pleasant (see Bid Opportunities section).  Please continue to check the Wisconn Valley News for additional bidding opportunities in the future.

Upcoming Meetings

On May 17, 2018 at 9:00 a.m., the Wisconsin Department of Transportation (WisDOT), the Racine Water and Wastewater Utilities, and the Village of Mount Pleasant will be holding pre-bid meetings and a joint matchmaking session for bids currently advertised.  The meetings and matchmaking session will be held at the Mt. Pleasant Village Hall, 8811 Campus Drive, Mt. Pleasant, WI 53403.  Contractors interested in submitting bids for current opportunities are encouraged to attend.

The first local monthly update meeting for the Foxconn project will take place on Monday, May 21, 2018 at 6:00 p.m.  Brief updates will be provided by the WisDOT, M+W | Gilbane, and the Village of Mount Pleasant to keep the public informed. Update meetings will be held on the 3rd Monday of each month at 6:00 p.m. at the Mount Pleasant Village Hall.

The Racine Water and Wastewater Utilities announced bidding opportunities for Braun Road Transmission Main.

Project W-18-6: Braun Road Transmission Main

Submissions Due: Wednesday, May 23, 2018 at 10:00 a.m.

Pre-Bid Meeting: May 17, 2018 at 9:00 a.m. at the Mt. Pleasant Village Hall (room to be determined), 8811 Campus Drive, Mt. Pleasant, WI 53403.  This pre-bid meeting is not mandatory, but contractors are encouraged to attend.
Contract Award Date: The contract award date is dependent on an amendment to the water service agreement by the Village of Mount Pleasant and the City of Racine.

Overview: Project involves approximately 4,600 L.F. 20-inch diameter water main, 11,607 L.F. of 24-inch diameter water main, 8,266 L.F. of 36-inch diameter water main, 4,050 L.F. of 16-inch diameter water main including 475 feet of 16-inch jack and bore, 140 feet of 36-inch jack and bore in casing, 270 feet of 24-inch directional drill, and 260 feet of 24-inch jack and bore in casing with hydrants and leads, erosion control, asphalt pavement repair, traffic control and restoration.  Project also includes 3,000 S.Y. asphaltic pavement full mill and 825 ton asphaltic pavement.
